Since the attempted Viridian Coup in 122AC, the Regalian State has taken precautions resulting in the decentralization and stability of this prosperous Empire. The legacy of this decentralization exists today as our Charter system, allowing the state to create different policing orders to act as checks on the other's power.

However, the decentralization of law enforcement is not necessarily exempt from potential failings. Though the establishment of parallel charters has helped establish a strong check on law enforcement in the Crown Isle, it seems that the charters are more focused on policing each other than the criminal element of the city. In recent times, this neglect has led to the rise of Jacobin activity and has been such a problem that even the goodwill of the Lord Chancellor has been ignored by the radicals without repercussion. Time will tell whether or not the Rose Court will continue to be designated as neutral territory.

For examples of inter-Charter conflict, one does not need to look very far. Not only has the Arcanum consistently interfered with the arrest of Kathar suspected to associate with the Lich, but there have been instances of charter harassment by the Old Guard. When His High Holiness Julius Peirgarten was delivering an address to the membership of the Holy Divine Inquisition, members of the Old Guard appeared at the Inquisition's gate to "investigate" the source of the "loud noises". When Inquisitors are in the process of delivering justice to captured heretics, officers of the Arcanum have flown into the Inquisition Headquarters to challenge their laying down of the law.

What is more, only today did the Old Guard arrive at the Inquisition's Headquarters. Citing Regalian Law, they raided the Inquisition for helmets. This is problematic on two fronts:

First, there is no Regalian Law as of the Lord Chancellor's most recent state law overhaul banning the use of helmets by law enforcement charter organizations. Though it is true that Regalian Law prohibits hiding one's identity, not all helmets obscure a person's facial features. Furthermore, even if there was a law against the use of any type of headwear by law enforcement charter organizations, it would still not be illegal to possess these items so long as they are not worn. Therefore, the confiscation of helmets by the Old Guard was completely unwarranted.

Second, it is an embarrassment to have another law enforcement charter come and assert their authority over another charter unless expressly delegated that task by the Charter Adjudicator, as is their right. Charters are meant to be equal unless designated otherwise by the government, and therefore, in the event that there was an order to dispose of all headwear in the possession of law enforcement charters, the appropriate thing to do would have been to allow the charters to dispose of the helmets themselves. Otherwise, the Old Guard stunt was nothing but a thinly veiled attempt at asserting their dominance over the Holy Divine Inquisition through humiliation.

If the charter system is to survive until the end of the decade, these intimidation tactics and competitions between charters must cease immediately for the sake of the safety of this city. Else, it may be time for the government to revisit the old Violet Order, and study potential alternatives involving the centralization of law enforcement if order is to be maintained.

Kalmar's eyes loomed over the document, his eyes narrowing a-slight as a low grumble admitted from the Commander of the Old Guard that was written out in the last two paragraphs of the text. The chair yearned as he stood, his scribe uneasy with the quietness of the Orc as he nodded, before speaking out, pacing with his arms folded behind him. And the scribe began to write dutifully, on pace for the slow, guttural words of the Commander.

To the Sensible Citizens of Regalia,

To a Chapter that seems to rely on the 'tactic' of asserting their dominance so frequently you'd be suprised to see the faces of those who stand by the Holy Law within the Crown City to be so insecure toward the actions paved out by the Old Guard. It is by the ruling of the Lord Chancellor that no citizen within this city will be permitted to obscure their face. The helmets utilized by the Inquisition fell under this category, in bulk. Apparently I was wrong when I heard a man speak the same foolish nature within the headquarters of the Inquisition- I thought it was a jest, though it took some time to fully process, I now actually have come to the conclusion that mister Player truly thinks his words hold weight. The Old Guad will take action on the State Laws, and actively enforce the edicts distributed by the acted Chancellor under the stipulation that your helmets, your masks were paid for by the funding of this city. They do not belong to you. They are illegal, and have been put away within Greygate, as have the Old Guards helmets- and the damned helmets of any other Chapter.

Oscar simply stares at the document, his hands shaking. Sure he is an Guard and supposed to be vigilante no matter what. But this insult? It is to much. But before he tears the paper in two, he simply lays it down and walks away. Letting his anger get to him would cause what this document would have wanted. So..he walks off. He could finally use a beer.
 
Aelfric Harhold's cane could be clearly heard as it tapped against the stone street, the elderly Reverend out for his afternoon stroll. Proudly adorning his reverential robes, the octogenarian lifted the bottom half of his white and red vestments as not to trip as he ascended the steps of the Golden Willow. Something he had begun to do each and everyday with the frequent back and forth postings, he soon found himself before the notice board, peering at the pieces of parchment nailed to the wood. He retrieved his gold rimmed spectacles from some unseen pocket within his robes, his eyes glazing over the titles of each of the statements.

Rather uninterested with most of them, he finally came upon a familiar name, "Isidoro Playero. Yes, Mister Playero. Apprising the people on the duel between him and Mister Latimer then?" With such a statement, the High Exarch's eyes traveled along to the announcement previously made on the duel, before returning to the essay to peruse it's words.

Upon finishing, the elderly man nodded in what could be assumed to be agreement, before adjusting his clerical cap which sat at the back of his head. Otherwise, the Holy Father did not offer any other insight on his opinions, the Exarch offering an, "Oratario Ode." to those that read beside him. He would soon remove his glasses, tucking them back into the unseen pocket within his robes, before tightening his grip on the handle of his cane and walking on. Weakly and in a slow fashion, he made his way down the steps, placing a flat left hand upon the wall for support as he descended to the main road of the Holy City's vast network of pathways.

Should not begin a Essay feigning unbiased objection to all charters when he is aligned so clearly with the Inquisition. I will not waste our time by listing the trove of reasons why the inquisition are not saints in the eyes of the law or the people. But I will say, the charters police each other. Why because if they don't corruption is rampant, the violets and the other Guards were disbanded and reformed hundreds of thousands of times over corruption so to has the Inquisition. Maybe if Playero had not painted the Inquisition as a Blameless organization devoid of the clear ignorance or disregard for simple laws they seem to have. Laws like Neutrality (A trouble partially fixed but still an issue), these helmets are another, and acting without evidence of crime that warrants arrest to say nothing of there brutal punishment (which might be one day become extended to a protected citizen). The Old Guard are not entirely angels but they enforce the law. I've fewer reasons to believe them as petty as Playero has tried painting them, I would trust that they're enforcing the laws even if it is because of a particular interest in the Inquisition. I am no Jacobinist, I say this clearly because thats what the Inquisition's inquisitors and Allies may wish to paint me so let me be clear. I respect the system under which we live, it protects my faith and my family, Revolution is a bloody thing and not something I will risk myself or my family on, so Don't a single man or women be they Unionist or not take this as such. Long Live the Emperor, Long Live the Empire.

This is how the Law is written presently, and how it will be enforced. The Lord Chancellor is the one who gave the jurisdiction to stamp down on the unlawful utilization of Helmets amongst the Common Populace that obscured the Identities of those who exist within it. Guards, Citizens, and Criminals. In the eyes of the Law, all will observe and abide by them unless they themselves believe they to be above the Law and therefore above the Word of the Lord Chancellor Delmotte and the Office that which he holds. To those who conveniently forget to prove their point,

The law concerning masks, helmets, or whatever, has always been this way. There has never been a point where the law permitted one to conceal their identity. However, under the old Violet system, legally appointed guard charters used helmets, especially those not of Humanum status. Why then were their helmets not confiscated by someone? If we were to take the law at face value, all of the previous guard charters should have their rights revoked for blatant disobedience of the law. It is, now, then, and forever afterwards obvious, that guards using helmets was permitted. Even your own response, implies those who do not obey State Law are above the office of Lord Chancellor and his rights as such. I remind the Old Guard that the old Violet charters used helmets, during multiple tenures of Lord Chancellors, even our current one, His Eminence, Grand Duke Delmotte. Do not mistake my criticism of the Old Guard for criticism of guards in general, or that I even dislike the chapter itself. I am against infighting, against things like working against each other and instead of together. Even the original person who posted his original proclamation, could have easily blasted the Old Guard and them alone. Instead, he pointed out the failings of three different chapters, ones which have different, competing interests, and makes clear his desire for inter-Chapter rivalry and infighting to cease:​

Furthermore, I remind those reading that the Violet Order was a chapter, of which organizations like the Greywitches, the Vigilant Shield, and the Hammers, were all charters under. All current guard organizations are designated as chapters with the disbanding of the Violet Order and resignation of Sovereign Prince Howlester. I am a firm believer in our Empire, and decry us being out our own fellow countrymen's throats rather than at those who come from a vile and uncouth nation.

The guard helmet rule is part of the new crime ooc rules. Try not to drag ooc policy considerations ic. Its better the Inquisition had the helmet issue dealt with IC than Lore having to come down on them for breaking ooc rules.

"I wish everybody would stop crying about the helmets. It's not about the hemets-- we couldn't care less about the damn helmets. It could have been anything for all that matters-- the true concern at hand here is the sheer willingness with which our fellow guard charters continue to impose themselves on the affairs of another charter, actively endeavoring to thwart the law enforcement efforts of each other. Hmmph, now, in this time of crisis, of all times, as if this were some sort of political game. Even if this whole ordeal with the /helmets/ had never happened, the fact remains that there is an uncooperative schism between ourselves which is causing more harm than good. This essay calls for the unification of our charters, a rally for all of us to concert our efforts in the name of all that is good. Xabi let out a groan, rolling his shoulders in vexation. Public speaking wasn't exactly his thing, but it seemed the man had been carrying a pressing urge to get all that out of his chest.
 
The Drachenburg Paladin frowns, as he was well aware that if there weren't any public postings none would be the wiser and the strength of the guard wouldn't be questioned by anyone, let alone any rumors of internal conflict across charters. Still, he appreciated the discourse as it would further his own agenda, albeit in a less than productive manner.

A Footnote on Law and Order

I am positively overwhelmed by the conversation that has been started as a result of my publication. This shows that the Regalian public cares to make their law enforcement better. Nobody wants to feel unsafe, especially at these times of crisis, when the Clicker menace is still at large.

However, I regret that my words have been misunderstood. Though I raised a question about how warranted the collection of helmets was, it has since been clarified that even the mere possession of the headwear has been banned. I am not here to challenge this. However, I maintain that the sensible thing to do would have been to allow the charters to dispose of the helmets themselves rather than have their Keep violated by raiders from another Charter. As enforcers of the law, we should be trusted to be able to apply the law to ourselves and dispose of the helmets without external interference. Anything otherwise would be a subtle indication that the Inquisition is neglectful of their duties to the law.

The purpose of my essay was to bring attention to the lack of unity and cooperation between our Charters. It was never my intention to attack the Old Guard, nor was it my intention to challenge the law banning helmets. I only pointed out a few recent examples among the most prominent Charters of the time in order to supply evidence for my point. However, it is convenient that the bulk of the responses to my publication have been authored by members of the Old Guard themselves. It is further convenient that the responses focus on discrediting my entire essay by focusing on the validity of the helmets ban. Rather than address the real problem, which is the epidemic of Charter harassment and interferance in the affairs of the other, the responders have elected to instead distract from the situation by bringing up the helmets.

Nobody is challenging the ban on helmets. However, I will challenge the shortage of cooperation between Charters until the disputes are settled. The fact remains that the Arcanum has claimed false jurisdiction over certain laws in order to prevent the Inquisition from fulfilling its mandate. The fact remains that the Old Guard has sent members to conduct warrantless investigations on the Inquisition for as little as being "too loud" during our rallies. The public is certainly familiar with the countless times that other charters have interfered with the business of others, including going as far as to shoot rival officers from other Charters in the leg to keep them from conducting business.

It is time to cease with the politicization of law enforcement. We must not use petty insults to distract from the much-needed conversation on how to maximize the efficiency of our guard force.

Policies shift and adjust, other laws are more heavily enforced. Such is government."
