Our characters often have a reflection of our own morale imparted into them, but this causes conflicts because the moral code of Aloria is very different. A good way to analyze the moral code of your character, or their contemporary thinking is to put yourself in the position of actual power to make meaningful change and then to realize how it ends.

The casus is simple. Post your first act as Regalian Emperor, and I will reply what would logically happen as a result of your action in the Alorian universe. Set aside the breaking logic of for example a Naylar becoming emperor. What would happen to the state if the new Emperor suddenly said everyone needed to wear a veil or apples were now forbidden to eat? It is a crime to not lend assistance to a passing diplomat, and a worse crime to in anyway hinder one's mission. Both punishable by three months imprisonment.

While some die hard pragmatics love the new citizenship regulations, most citizens don't understand why they are no longer permitted into the upper districts, why they have to sit in the non citizen areas in church, and why their rights to state support are denied. Turns out a very large part of the civilian population is actually a collection of useless sacks of potatoes. Similarly, the colonial governments find issue with their citizens who have lost citizenship, largely because the taxes are levied from the richer upper classes, suddenly reducing the actual population of Regalian citizens by nearly 70%. The simultaneous removal of all the nobility causes old money to be poured into the war against the "tyrant", which starts almost immediately as a civil war. While the Imperial city itself remains largely loyal to the Emperor, the militia's, reserves and otherwise uncalled military forces defect to the nobility banner, supported by nearly all the colonies which in and by themselves are wrecked by minor civil wars. The sheer catastrophic instability within the Empire causes external forces to invade, a series of invasions from Qadir states, Northerne independence wars and Naylar resurgence breaks open the Empire, and the Emperor is eventually found, drawn and quartered, to be replaced by a reactionary Ivrae descendant who quickly turns back the tide of law and passes even more radical laws ensuring the right of nobility and reigning in the actual right of the Emperor.

Thus ends the rule of Morei.

Initially, most of the citizenry and nobility are confused with the new regulation and many don't care. The Entire Typhonus family is flogged repeatedly and many die from infections and disease in prison, as well as maltreatment. The death of so many Typhonuses starts the "Emerald rebellion" in which the son of the now deceased Ulric Typhonus who died of dysentry in prison, leads a revolt against the state. The law becomes a cultural issue when Ithanian culture advocates become more aggressive at replacing Alt-Regalian traditions with Ithanians, preferring to speak Ithanian at court, and dress Ithanian. The cultural repression eventually causes widespread protests especially in Calemberg after which the Imperial court sees no other option than to exterminate the Alt Regalian culture. This degresses to the point where The Regalian Empire is renamed to L'Impoire and Regalian culture is eradicated from everyday life. Tens of thousands die in killings in Calemberg, eventually reducing the once rich region to a severely impoverished countryside that is then heavily colonized by Ithanians. Given that the cultural balance in court has been permanently broken, the entire society slowly Ithania-yzes over the following decades, pushing away even ceardian and northerne as well as Daendroque. Eventually Ailor culture becomes synonymous to Ithanian.

The Silver Banner is flat out ignored by other states, as well as some of the local colonies, resulting in the offices becoming rather bloated with angry bureaucrats and ner-do-wellers. The laws set forth to protect the Silver Banner eventually leads to corruption within it's ranks as such far wide protection laws allow them to operate crime with little to no reprisal. The Silver Banner starts extorting the population as well as the nobility, which eventually harbors extreme resentment within the court. The corruption starts unwinding the state's coffins and stability as frequent riots and rebellions have to be put down by an ever more weary growing army. The nobility's inability to excersize their own right to war one another, coupled with the bribes and extortion of the Silver Banner eventually culminate in a rebellion which ousts the Emperor with popular support and has him replaced by some far off Ivrae descendant. Since the Silver Banner is a direct servant order of the Emperor, the ex Emperor is charged with embezzlement, crimes against Union and has a writ of sin placed on them. They are eventually executed for high treason.

Thus ends the rule of Cayd De'Itos, the Emperor that rolled back hundreds of years of bureaucracy

Any collars are to, however, remain and as will visiting the Azure to receive them though they will be in the form of simple chain necklaces with a stone bead. However, there will be no malpractice in the Order and right of collar if deemed worthy should be a simple process. All those deemed unworthy, a.k.a insane, go by the old rules and will be executed or imprisoned/banned from magic practice. And so, mages can join the Guards, Fleet and be used for other state-assisting acts as well as having the right to freely practice as long as no harm comes of it.

Any non-humans holding a position in any civic establishment is to be stripped of his/her occupation, and replaced with honest Regalian Ailor. Non-humans are also to be encouraged to be deported, and leave the Empire's core islands. In addition, a new Foreigner's Tax is to be introduced for any non-Regalian Ailor who dwell or trade within Regalia, as they are expected to make a substantial contribution to the good of the Empire. All beast races (Kleinfolk, Tigran, Naylar, etc.) are to be deported or executed at the convenience of the Regalian Guard. Pets owned by the noble families are not granted immunity.

Alyona would simply attempt to pry off the title of Empress off her. Due to the pressure and stress that might come with such a position over Regalia. She'd rather go back to living like a regular person. Not a person who skies over even the nobles. Plus, the fabric was pretty itchy. She basically threw the title back at Kades, hoping that the former Emperor would take it back.

But if forced too, she'd make there be a lack of cats. But not to the point of non-existence. But this is immune to any cats that may be pets of any household, and no. This does not affect Tigrans.

While it can be left at home, it is in respect to the empire that you have it with you.

• A large portion of Guldur for the Orcish people.

As these peoples have served and been found worthy of this honor throughout many parts of recent Regalian history, these lands are set aside as independent states under self-rule, under a government established under the supervision and recognition, though not interference, of the Holy Regalian Empire. These states shall remain both sovereign and under our protection for as long as they meet the following conditions:

1. They pay a tax of (reasonable amount here) in regals or other accepted commercial commodities once a year. This tax may be alleviated on occasions of great service to the Regalian Empire.
2. They do not create a standing army greater then a total of five thousand, without any land-based siege weaponry of any kind, and with no navy larger then fifteen vessels.
3. They live in a state of peace with all other states under this decree, and with the Regalian Empire.
4. They make no interaction with foreign states not bound by this decree, be it through trade, war, or diplomacy, which is not monitored by a designated representative of the Holy Regalian Empire. A number of these representatives shall be appointed and stationed in each state.
5. They behave with due respect toward the Regalian social system, as befits foreign non-members of that system.

• More funds will be diverted into airship studies. That is, Dwarves will be hired more often into creating more refined airships that can handle the transport of heavier material and be more resistant to horrors such as cannons, or worse: the common arrow.

Declaring war on the heresies of Union has the immediate effect of causing internal civil war in the Empire. While the heresies are not particularly major in Regalia, some regions are full of them, and so the Regalian Empire immediately goes to war with the Etosian State and several earldoms within the archipelago. The civil war is bloody, tens of thousands are massacred on both sides in the name of faith, but it /is/ a downhill battle for the heresies as they are too small. Some people convert, others return to the Old Gods faith, though the hersies are stamped out and the Etosian state is eradicated, the ground salted and the islands becoming as abandoned as Ceardia. The second law causes severe discontent in Regalia, the nobility no longer feeling at ease with the political situation (as most are too afraid to engage in duels). The court's intrigue shifts from power plots to assassination plots where nobility frequently kill each other with thugs or attacks in broad daylight, striking a general atmosphere of fear at the court. Despite measures taken to increase security, even the Emperor finds himself assassinated at one point over a smaller dispute of not accepting tea from a local chancellor at the court.

And thus ends the rule of Emperor Ulric, the Emperor that massacred tens of thousands in the name of faith.

While nothing officially changes for the court as Guards are already held by these laws, the courts eventually succumb to corruption and bribery as the nobility start using their wealth to avoid being charged or arrested. The entire law apparatus starts deteriorating as a system that previously functioned fine is now filled with judges that take bribes, constables that are in the pocket of crime syndicates and those to suffer most of it are the common citizens. The nobility start using their bought judges to rule in their favor, hiding behind the facade of law and validity to press their will on the people.

And thus is the rule of Emperor Phoenix, the Emperor that destroyed the Regalian lawstate

At first the change in law seems to be welcomed by every other race but the Ailor. The council starts with good intentions, but eventually collapses due to it's own paralyzing nature. Ailor pogroms and voter fraud is rampant across the Empire causing irregular elections, and the council itself becomes non functional as the council members cannot decide on anything or form a concensus. The Orc councilman disagrees to let his people form the shocktroops of the Empire, the Dwarf councilman refuses to allow the Dwarven trade be taxed, the Elven councilman refuses to outlaw Estel worship, the Ur councilman refuses the Empire to declare war on the federations of Jorrhildr and so forth. Every councilman eventually only cares for their own race and the government is paralyzed until war is eventually declared by minor states across the world on the Empire. Yet still the council cannot act as they do not agree on a course to take with regards to taxes, raising levies and paying the state's admirals and so the Empire succumbs to indecision and foreign invasions.

Thus ends the rule of Emperor Holy, the Emperor that destroyed the functional government

The rule of Empress, or lacking vigor thereof results in the state council and Arch chancellor making a grab for power, and the Empress permitting it. Her disinterest in being Emperess and unwillingness to conform to state culture eventually erodes her power until she is just a puppet prisoner in the palace while the real power lies with her ministers. She lives out her life as a bliss palace bird while the ministers conspire to have a similarly weak minded successor placed on the throne to erode the power of the Imperial seat.

Thus is the rule of Epress Alyona, who did not want to be Empress

While the first move of moving the nobility closer to the court works in terms of controlling their freedom while creating an atmosphere of competition for the favor of the Empress. The increased military power and state controlled taxation however results in increase of poverty across the realm as the nobility were often suit to spend money in their own realm as opposed to the state wide level. Decrees spanning all realms are paid for by the state now, and unfortunately this means the richest regions bear the heaviest burdens for the poorer regions, causing the income gap to be disrupted. Rich regions see their wealth flow away in favor of lands far away, eventually causing civil disobedience and severe rioting in the northwest of the Empire. Disruptions in the food productions from the Angle merchants eventually causes famine in the Empire, and people die, but the state's power does become more solid. Eventually the country transitions to an absolute monarchy structure from its old feudal system, though not without the cost of tens of thousands of lives.

Thus was the rule of Empress Ellenore the tyrant who wished to control all.

The heavy relianceon fire and lightning mages and the forced occupation of court mages in all noble families creates an uneasy situation of magical presence in every layer of society. This eventually boils over to the point where the mages rebel, having been positions to kill nearly every noble family within arm's lenght and destroying the state's aristocracy overnight. Even the Emperor falls and as such, the Empire is disbanded to be replaced by a Manocratic state ruled by mages. The mundane population suffers severely at the hand of magic abuses as decades of magical repression are reversed and mages suddenly become privileged citizens. The state while militarily strong, simply becomes a defunct corrupt and stagnant state, much like the Elven Empire of old. The Void invasion starts anew eventually due to the increase in magic tearing open the veil once more. At this point the militaries of Aloria are no longer able to cope with the void invasion and the world's civilizations are destroyed and all life on the planet ends, for another cycle to begin in a thousand years.

Thus was the rule of Emperor Faechon Oldor, the emperor who literally destroyed civilization.

By the degree of the (somewhat) Holy Emperor all offensive wars besides claiming back former lands are canceled, and the troops are stationed to defense. Additionally all logging in Daendroc has been canceled. A reconstruction of the royal houses is also begun.

Without the logging in Daendroc, the Regalian military and merchant fleets stagnate and no progress is made with progressive payments in the military anymore as the state believes offensive strategies will no longer apply. The state's military eventually simply becomes a shadow of its former self and succumbs to foreign invasion of militarists who do have freshly built warships and maintained military supplies, not even to speak of rampant crime and unemployment in Daendroc itself

Thus ends the rule of the somewhat Holy Emperor, who urned Daendroc into a cesspool of prostitution and piracy and stagnated the Regalian navy.

I hereby declare both gender's, and every race equal; racism is highly frowned upon and thus so is unionism. Women may seek any job a male could, this includes the guards, or military. I believe the needs of the many outweigh the needs of the few; therefore nobility is called upon to submit a fair portion of their regals every year. A council will be chosen by myself, containing members of various races, and genders who will aid me in decision-making for the betterment of Regalia. The ones chosen for the council will only be of people I trust, as to be certain no corruption takes place; we will be here for the people not ourselves. Furthermore, any signs of corruption from the guards, military, or any other group serving the state will recieve a dishonorable discharge and be sentenced to no less than twenty days in prison. A small amount of our warships and soldiers will be sent to Drowda to aid the Drow in fighting of the demonic threat. The majority of our forces will remain here, however to prevent any attacks and keep the peace. Part of the money received from taxes and the nobles will go into the military and guards; to aid in upkeeping it. The rest of the money will be used to aid Regalia as a whole, this includes medical needs. As a last declaration, any and all races may apply to become nobility as long as the requirements are met.

By order of the Divine Emperor Basium I, the following laws shall be implemented over the course of the year:

1) The Kleine Rechnung shall be lifted, stripping the non-State Unionism's of their protection. While no further military actions will be pursued at this time, State-Unionist missionaries will be sent to heretical strongholds to engage in theological debates. Any church/building that practices non-State Unionism in the City shall be foreclosed upon. Individuals may still practice within their homes.

2) Prostitution shall be made legal, but a nickel (0.05 regal) tax shall be implemented on any brothel/courtesan to collect, engaging in the behavior, to be paid by the client. The funds from the tax will be used to improve public works for the city of Regalia.

3) An official means of earning citizenship shall be created for non-citizens wishing to become second-class citizens. Second-class citizens will be the highest available level for non-Ailor races, as is dictated in Unionism. Also, Ailor Mages shall be considered second class citizens due to their "arcane" powers. Mages of other second-class races shall continue to be second-class citizens, unless deemed dangerous to the State.

4) A penny's tax (0.01 Regal) shall be placed on all barrels of alcoholic beverages produced within the archipelagos. The resulting tax shall be spent on the construction of new warships to help bolster the military.

5) Second-class citizens may become Low Nobility (Earls and below) in regions where their race is the majority population. Any Ailor who wishes to move from said location after the second-class citizen becomes noble will receive assistance from the State to do so.
