By decree of Emperor Crual-lassa' Ras Le' Valeron,
Edict 1:
Henceforth, the most holy Empire of Regalia sets aside the following portions of land as sovereign, independent states under the protection of Regalia.
- A large portion of northern Daendroc for the Nelfin people.
- A large portion of north-western Ellador for the Dwarven people.
- A large portion of Guldur for the Orcish people.
As these peoples have served and been found worthy of this honor throughout many parts of recent Regalian history, these lands are set aside as independent states under self-rule, under a government established under the supervision and recognition, though not interference, of the Holy Regalian Empire. These states shall remain both sovereign and under our protection for as long as they meet the following conditions:
- They pay a tax of (reasonable amount here) in regals or other accepted commercial commodities once a year. This tax may be alleviated on occasions of great service to the Regalian Empire.
- They do not create a standing army greater then a total of five thousand, without any land-based siege weaponry of any kind, and with no navy larger then fifteen vessels.
- They live in a state of peace with all other states under this decree, and with the Regalian Empire.
- They make no interaction with foreign states not bound by this decree, be it through trade, war, or diplomacy, which is not monitored by a designated representative of the Holy Regalian Empire. A number of these representatives shall be appointed and stationed in each state.
- They behave with due respect toward the Regalian social system, as befits foreign non-members of that system.
As long as these conditions are met, they shall possess full sovereignty and self-government outside the stipulations of this decree. Any member of these races may still acquire or inherit citizenship in the Empire of Regalia, citizenship in these states is not mandatory for all members of these races.
Should any of these conditions not be met, due force may be employed to re-establish them until they have returned to an acceptable state.
Each state shall possess a six-month "grace period" with which to establish themselves, before these conditions must come into effect.
Edict 2:
Henceforth, an elite guard composed of sixty loyal Ailor and Nelfin, shall be formed and places in the exclusive service of the Emperor. These guards shall be chosen by the Emperor, and from only those with sufficient skills to the position, and loyalty to the Emperor. They shall be vested with powers superior to those of common guards, and shall be monitored for corruption by both the Emperor and the standard guard force. Corruption or misuse of power is punishable by death or dishonorable discharge, depending on the offense. They will have their own barracks facilities and armories, however all other facilities shall be provided for by the Regalian guard. This force shall be known as the Emperor's Blade.
