INTENTIONS, AGENDAS, AND LAWS
1. Regarding the current Climate of the Realm, and Ministerial Plans
Edict I.
The Chancellor will arrange a meeting with every Financial District Director in the archipelago in order to discuss the possibilities about bringing the rebellious provinces back into Regalian sympathy. The Chancellor will aim to instruct each District Director on working with the provinces under their oversight, in order to deal with the tax neglection.With that being said, the Chancellor calls for a meeting with all Financial Directors on Friday, 13 December 307AC. Edict II.
The Chancellor will found a brand-new 'college of diplomats', a yet unnamed State organization which will consist of capable diplomats loyal to the Regalian Empire, referred to officially as 'State Diplomats'. The missive of this college will be to take off on diplomatic missions towards the foreign entities in the archipelago, with the intent to barter with local lords and ladies of the realm for the benefit of the Regalian Empire.Potential recruits into this college of diplomats may write a letter towards the Chancellor showcasing their interest. (Note: People who wish to register as a State Diplomat should have points invested in Diplomatic Case Skill.)
Edict III.
The Chancellor will enter negotiations with the High Reverend of the Synod, who has been neglecting to donate to the State, (whereas the State had donated to the Synod a sum of 10,000 regals per week until last week, when the Chancellor stopped paying in recognition of the Synod's disregard for the State).
The Chancellor will discuss terms of receiving Synod donations for the State (and et cetera in equal respect for the Church), as well as the potentiality of a Synod and State cooperation that will work to stabilize the realm, and the terms that such an arrangement would entail.
The State recognizes that the Church has often times been in rebellion against the Government with their more-political-than-eclesiastical past High Reverends, and the Chancellor expects that the new man in the office will prove himself to be different than his predecessors and seek a healthy relationship with the State.
Therefore, the Chancellor expects that the High Reverend will communicate with her and set up a proper meeting where these topics can be discussed. (@Wumpatron)
Edict IV.
The Chancellor summons Sol Avalorn to the Ministerial Offices at her earliest convenience, to discuss the Elven situation. It is the Chancellor's will to enter joint-negotiations alongside the Sol with the Elven Sovereignties, and dig into the core of the problem and find a resolution that will be beneficial for both realms.
The Chancellor will be awaiting communication from Sol Avalorn for the arrangements of this meeting. (@OkaDoka)
Edict V.
The Chancellor summons Duke Garth Viduggla, Secretary of the Army, at his earliest convenience to discuss the Northern rebellion in the Ministerial Offices. The Chancellor intends to cooperate with the Viduggla Duke in restoring the broken relations between the Empire and the Northern Realms, and will be both assigning as well as supporting the Duke with such a task.
The Chancellor is going to wait for communication from the Duke Viduggla for arrangements. (@BeashSlap)
The following laws are being put in motion retroactively, to prevent the potential abuse of the power to remove the Chancellor out of reasons such as personal vendettas, self-centered schemes, political subterfuge (which, according to Political Law 9, is illegal and punishable), and other kinds of foul play that may be at hand.

2. Regarding procedures involving the potential ousting of the Chancellor
Voting out a sitting Chancellor in office should not be an intention that can be carried out whenever, wherever. To seat a new Chancellor takes time and effort and busies the Imperial offices with having to make stressful decisions. The time spent replacing a Chancellor, especially at a time of duress, could have been spent on improving the stability of the Empire. The following laws are being put in motion retroactively, to prevent the potential abuse of the power to remove the Chancellor out of reasons such as personal vendettas, self-centered schemes, political subterfuge (which, according to Political Law 9, is illegal and punishable), and other kinds of foul play that may be at hand.
- The Secretary of the Whip has the ability to call for a vote to remove the Lord Chancellor from office. Should a vote of no confidence happen and fail, it cannot be called again until exactly 30 days (a month) later from that date.
- The only way a Chancellor can be removed during the cooldown phase is if the Emperor decides to remove the Chancellor from Office. Otherwise, nothing and nobody can call for a vote to oust the Chancellor during the cooldown phase, and attempting this is illegal and punishable in the same severity as Capital Laws.
