I, Celate Emmerich Riedel, servant of the Unionist college, do hereby issue a writ of benediction to Governor Augustin Roca in recognition of his service to the prosperity of the people of the empire in Arvosil. His actions in Arvosil have advanced the Great Way through the purgation of suffering, cruelty, and tyranny and allowed the empire to more completely provide stability, peace, and prosperity to all within the imperial embrace.

The Regalian Empire is the Everwatcher's blessing on Aloria, a worldly benediction, intended to unite all peoples in the pursuit of paradise under his imperial holiness' divine wisdom. To this end the empire must strive each day to reduce suffering and cruelty, particularly within its borders. It is through a more perfect, just empire that new lands will be joined in the imperial embrace. It is for this reason that acts of cruelty and tyranny which serve ends so base as lining the pockets of those that carry them out are direct attacks against the advancement of the Great Way. The crimes of the barons of Arvosil can be described in no other terms. Furthermore, it is clear that without strong intervention they would have continued to levy such brutality against the citizens of the empire.

Governor Roca's acts have brought thousands of the empire's people out from under the weight of this avaricious tyranny and given them previously non-existent opportunities to create success for not only themselves but all the empire's citizens. I commend the governor for acting in a manner so clearly inspired by the virtues of the faith at the risk of his own personal wellbeing.

I issue this proclamation of virtue in my individual capacity as a celate and humble servant of the faith. It refers to this specific event. This writ does not hold any obligation or force for the faithful but should be viewed as a recognition of a virtuous act of significant magnitude to be contemplated by all members of the faith in their continued pursuit of more complete service to the Great Way.
