4. Charge this guard with the authority to eject or pacify threats to neutrality.
5. The definition of these neutral grounds be:

6. The collection of businesses defines what should become any new neutral grounds. Or, the dissolution of any previously defined neutral grounds.

Let it also be said, that this agreement is not in defiance of established powers. However, the conduction of business is the collective good of the Undercity by which these powers are fueled."
