The Iqembu Community
In 215 A.C, a group of nomadic Qadir tribal members heading to Faradh settled in Ingozi Swamp in Farah'deen after being blown off course by the continent's destructive wind currents. The tribe quickly realized that their environment wasn't the most forgiving with almost 1/5 of their population dying of mosquito-born diseases such as malaria. To their misfortune they settled in Ingonzi Swamp at the beginning of winter, prohibiting them from migrating to a warmer climate. A horrible winter followed their arrival, reducing their numbers from 217 to 36 in a matter of five months. When March's rain first fell and Farah'deen's winds subsided the small group moved from the Ingonzi Swamp with the goal of settling somewhere that could sustain life more easier than their home for the last five months. By June the group had arrived in the deciduous forest area of Farah'deen. The land, rich with farmland and cattle, was perfect for establishing a permanent settlement. And so, the community of Iqembu was established.
By 257 A.C, the community of Iqembu spanned almost 100 acres of uninhabited forest and desert land. Another important development in Iqembu history was their abandonment of 'tribal hood' in the 230's. After being introduced to different types of architecture by Regalian travelers in 231 the Iqembu began modernizing themselves in a historical stage of development called the Iqembu Kusengaphambili. By 290 A.C. the Iqembu Community was a self-sustaining town in the southwestern side of Farah'deen, where they remain today. Many of the 427 people living there today are ethnic Qadirs, with Songaskia and Solang racial influence as well. The community now has an estimated 427 people living there with around 987 square miles of territory with most of it being farmland and non-hospitable land.
Politics: The community is very much a democracy, having the people come together every five years to elect a new leader (Inkosi). There is no limit on how many times a person can run for the position of Inkosi so many have served for up to twenty years. After an Insoki is appointed their family is appointed with certain titles. The eldest son is dubbed 'Umqhele' whilst the wife of the Insoki is given the title of 'Indlovukazi'.

As far as i know this is 100% lore compliant as I received help from @Aespair @HydraLana and @SunSugar in order to create this thread.
Also, this is a native group from Farah'deen establishing a community in their homeland, meaning that I'm pretty sure I do not need permission from the emperor to do this unless I wanted to make this a ducial property / barony / county.
NOTE: I'm not sure if the land they live on is owned by Caliphate or if their land is their own. @Aespair told me to talk with @MonMarty about that.
