A PROCLAMATION

1. Due to growing concern over the lack of qualified and dignified City Guardsmen joining the ranks of the various Regalian Law Enforcement Charters, the State Council has elected the creation of the Commissioner Triumvirate to oversee quality management across all City Law Enforcement Charters. The Commissioners, being Baroness Ania Howlester, Duke Hengest Harhold and Lord Commander Reynier d'Goss have the sole authority to dismiss guardsmen permanently from any Law Enforcement Charter where it is believed said guardsman does not have the qualities needed to uphold Regalian Law in a tactful and competent fashion.

2. The State Council recognises the need for charity in this growing period of discourse. As such, the petition to allow Lady Elizabeth Black to maintain ownership of the formerly held Merchant's Guild Building for her Almshouse has been granted by State Council quorum.

3. In the absence of a Scholar Minister for some time, the State Council has elected Grand Etatataire Genevieve Howlester to take up the mantel as Scholar Minister for the Empire for the foreseeable future. We wish her luck in said endeavour.

4. In response to the heinous attack on the State Council chambers by Jacobin and Liberal elements within the city, the State Council and Judicial Ministry will be enacting immediate Marshal Law throughout the Crown Isle Proper. The Commissioners Ania Howlester, Reynier d'Goss and Hengest Harhold hereby assume all judicial leadership essential to or incident in the maintenance of martial law in the city of Regalia, and to that extent, will exercise such powers and functions personally or by delegation by them to the presently organized and existing Charter authorities, or to such new instrumentalities as the State council may to time, create in accordance with the exigencies of the situation. The State Judicial Ministry is charged solely on the establishment and creation of any laws within the city of Regalia for the duration of Martial Law.

Selective curfews will occur during this period if recovering stability. Guardsmen will exercise direct supervision and control over all districts within the city. Any races that do not categorize as Ailor or serving a government institution that are not inside a building during curfew are suspect with reasonable cause of sedition. Commissioners may give out recognizable symbols that may give select individuals exclusion from curfew.

• • Non-compliance with guardsmen will be ruled as sedition. All commoners may when in custody request a court presided by a Commissioner if their rights are infringed. This right is nullified if found resisting to initial detainment. All members of nobility has right to ruling under the Civilian court presided by the Regalian Judicial Ministry.
  • All existing laws and courts shall continue in force and effect until amended by the State Council and all existing civil charters shall continue exercising their agencies executively unless they are inconsistent with the terms of this proclamation or incompatible with the expedition and effective enforcement of the martial law herein declared.
  • Access between the city and the Old Town is for the duration of Martial Law prohibited. Any passage must go through the sanctioned Commissioners and any attempt to subvert or bypass this will be ruled as sedition.
  • The commissioners of the city are hereby authorized to call upon off-duty armed forces in the City to give aid, protection and assistance as may be necessary to enable them safely and efficiently to exercise their powers and discharge their duties; and all such forces of the Empire are required promptly to obey such call.
  • The proclamation of martial law being an emergency measure demanded by imperative necessity, it shall continue as long as the need for it exists and shall terminate upon proclamation of Imperial decree or State Council decision of Regalia.

5. The State Council have voted in quorum in light of recent events to re-establish Fort Loyalty within the City Proper to help deal with the rogue elements plaguing the city. Lords Wulfram Kehlen and Hengest Harhold have been tasked with wardenship of this Fortress until future notice.

RATIFIED AND OFFICIATED BY AUTHORITY OF THE REGALIAN STATE COUNCIL

Futhermore, by prerogative and authority of the Lawmaker and Judicial Minister Rodderick Howlester, the following State Law changes are placed into immediate effect.

Regalian Common Law

• Employing Witchbloods, Mages or other Abhorrents within any City Guard charter, is illegal.
• All Non-Ailor Guardsmen regardless of rank within City Guard Charters, must wear a mask or helmet concealing their face at all times while on duty.
• To bear false witness or lie to an on duty Regalian Law Enforcer when the lie has been proven, is illegal.
• To falsify or otherwise forge your own death or the death of another, is illegal.

Regalian Property Law

• To harm or kill the animals or livestock of another save for certain self defence scenarios, is illegal.

Regalian Noble Law

• To actively disrupt or compromise a public Ministerial or Government assembly after warnings, is illegal.

The Following Laws have been retroactively revoked.

Regalian Noble Law

Every Assembly proposal shall be approved by half plus one consensus.
Every Assembly shall only be called between days Friday and Sunday.
Every Titled shall endeavor to part-take in the Assembly, or send representation.

The Regalian Noble Assembly is no more, hence the abandonment of the Laws outlined above.​
