From the desk of Occult Minister, Dr. Ashvarya Sylfina
15th of November, 309 AC

I. Preamble
The Occult Ministry would first like to thank the former Occult Minister, Elana of Brackenfell, for her service to the Empire. Many of her declarations will be built upon and used to further our understanding of the Occult.

The following declaration will lay out the plans of the ministry and changes to occult law.

II. Regarding Occult Registration and Legality.
As of this declaration, the use of Occult Powers is recognized as fully legal within the Crown Isle.
  • Occult powers may not be used in public spaces without the supervision of a Regalian Guard, permission from a Titleholder, or supervision from a Government official.
  • Businesses may deny the use of Occult powers on their premises at will. It is up to the discretion of the business owner.
  • Occult powers may freely be used within the home and private gatherings.
Misuse of Occult Powers can result in an individual being dismissed from service as a Court Mage, removed from any Arcane Consortiums that they may be a part of, and permanently barred from using any Occult powers outside of the home.

Furthermore, there will be no more individual registration for White Occult positions. Anyone who desires White Occult status must either be a part of an Arcane Consortium or a Court Mage.

III. Regarding the status of Arcane Consortiums:
The policies put into place by the previous Occult Minister will be maintained with the following additions:
  • Arcane Consortiums may be started by any group of 5 or more people with approval from the Occult ministry.
  • Members of Arcane Consortiums may use Occult powers freely, without a chaperon.
    • To note, members of Arcane Consortiums do not all need to be Occult in nature.
  • Arcane Consortiums must have a physical gathering place to be registered.
  • Membership of a Consortium may be altered with communication with the Ministry, any changes in membership should be reported within a 3 day period.
  • Arcane Consortiums may be called upon by the Ministry to aid in Occult investigations.
  • Arcane Consortiums will be evaluated on a bi-monthly basis by the Occult Minister and may be subject to random inspection.
  • Arcane Consortiums are required to send a representative to Ministry hosted Academic Forums.
IV. Regarding the status of Court Mages
The Occult Ministry acknowledges that Court Mages have always been in a particular state of disuse. It is to be expected that without guidance and direction a functioning relationship between Mage and Patron will stall; therefore the Occult Ministry will be installing the following rules alongside the previously established policies set by Minister Brackenfell:
    • All current and potential Court Mages must be registered by the Titleholder with the Occult Ministry.
  • The Court Mage must host lectures or demonstrations relating to the Occult through their noble patrons monthly.
    • Noble families must submit the planned event and time to the ministry for scheduling and evaluation.
  • Court Mageship supersedes Consortium membership and will be evaluated independently of their associated Consortium.
  • Court Mages are required to attend Occult Ministry hosted Academic Forums.
V. Regarding the status of Undead within the Crown Isle.
After the Imperial Audience earlier this year, the one known as Mother Alexi has been dutifully serving the faith alongside her flock. As Undead they have been given special dispensation by his Imperial Holiness the Emperor to live and work on the Crown Isle openly among its populace. Unfortunately, this goodwill has been taken advantage of by those who claim faithfulness while turning their nose up at the mercy being granted.
  • The Occult Ministry will be working with Celate Mother Alexi to create a record of sect members and the Violet Order to enforce this order.
  • Select Undead may be subject to interviews if the need arises, in order to determine their faith more thoroughly.
  • Any Undead found to be falsely claiming to be a genuine believer will be subject to punishment by the Regalian Guard.
Furthermore, the Occult Ministry would like to remind the public that Undead as a whole are recognized as Apostasy by Regalian Law.

VI. Regarding Apostates
The following forms of aberrancy are recognized as Apostasy by the Occult Ministry:
  • Undead are Kill on Sight within the City Proper.
    • Those of Celate Mother Alexi's Unionist Sect are exempt from this law.
  • Cahal are to be arrested and Cured on Sight.
    • Repeated capture and curing of the same Cahal will be met with escalating punishment from the Violet Order.
  • Vampires are to be arrested and Cured on Sight.
    • Repeated capture and curing of the same Vampire will be met with escalating punishment from the Violet Order.
  • The Demonically Possessed are to be arrested and exorcised on sight.
    • If they are unable to be cleansed and returned to a sound state of mind, they are to be executed for the safety of the people.
  • Those who have been so warped by demonic essence that they no longer resemble any form of sentient race are to be Killed on Sight.
 
"Regrettable they so wholesale legalize this demonic usage but…overall I find this acceptable. Much more proactive then in previous years. These rules seem enforceable and sensible to the secular intent but now begins the work of changing the public through discussion and debate," Concludes the Celate.
