Nether Wither Skeletons

Maybe I'm not doing something right, but today doing the rift quests I noticed a very large lack of wither skeletons in any fortress I visited. I was wondering if anyone was having a similar issue, or if there is an easier way to hunt them down.

That's about all I have to say. I feel like the spawn rate for wither skeletons could be increased since all there seems to be are pigs and ghasts.

Wither Skeletons seem to be more common in the Overworld than in the Nether, which seems backwards. The only ones I've encountered have been MassiveMobs in normal worlds though. Upping their rates in the Nether would be nice, or something.

@FireFan96 I'm not sure what's wrong with the spawn rate but I've edited the quest so you can kill Wither skeletons in any world to complete it. (Make sure you have snowballs as well)

since the nether doesnt have massiverestore the fortress are in ruin therefore ruining the spawn for the witherskeletons

The Rift actually does have MassiveRestore enabled and it does seem to be working. From my understanding, Wither Skeletons spawn based on location and not blocks or structures, similar to the way Slimes spawn in Slime chunks. I've actually been informed that Wither skeletons have been disabled from spawning in the Rift.
