His Eminence, Lord Chancellor of the Regalian Empire, and Grand Duke of Basta-Irvelle does herein address two matters of significant importance which the Regalian citizenry are implored to take notice of.

Article I - Isldar Insurgency,
Per the assistance of the most honest and righteous Grand Duchess of Narlas, Dianne Black, the Regalian State was made aware of the vile treachery and dissent which had been festering amongst the otherwise good and respectable citizenry of Regalia. There are a great many who endeavor to threaten the integrity of the Regalian State in an attempt of capitulation, but there are none who act as so boldly as the individual known as 'Taendross.' A known sympathizer of Frisit and the Isldar of Ellador, the latter of which has recently declared war against the Regalian Empire, Taendross strives to bring the Regalian State to its knees. His Eminence the Lord Chancellor, like many times before, decided to act with benevolence when dealing with this individual, showing the hand of mercy to Taendross when she conspired against the Regalian State in the past. Unfortunately, this act of mercy has gone unappreciated, and Taendross has again struck at the throat of the Regalian State. Her list of crimes are as followed:

1. To enter a criminal organization and/or work towards its cause is illegal.
2. To support, aid, or associate with criminal organizations is illegal.
3. To rebel against or disobey the Regalian State and/or Empire is illegal.
4. To conspire against the Regalian State is illegal.​

It is with the justification of repeatedly breaking the aforementioned laws that the Lord Chancellor does decree:

1. Taendross is stripped of her Civil Status and is instead to be given 'Outsider Civil Status.' The citizenry of Regalia is implored to freely beat or enslave this individual should they ever show themselves in the Crown Isle.
2. Taendross is stripped of her position within the Regalian Guard and is barred indefinitely for the remainder of Louis Delmotte's tenure as Lord Chancellor, and hopefully throughout the tenure of succeeding Chancellors too.
3. Any Isldar who sympathizes with Taendross's cause to sow dissent throughout the Empire will share the same fate. The Regalian Empire will not be brought low by pathetic attempts at insurgency.

Article II - The Puppet,
For the past month or so, the Regalian population has been put at immense risk by a villain that has dubbed itself as 'The Puppet.' This creature has repeatedly assaulted and kidnapped innocent civilians and their gallant defenders in the Regalian Guard. We are most perturbed that these heinous crimes have gone unanswered, and we are determined to bring about an end to this gross injustice. The crimes of 'The Puppet' are as followed:

1. To deprive another Regalian Citizen of their freedom is illegal. (2 Counts)
2. To willingly subject oneself or another to the aberrations of Undeadism, Sanguinism or Werebeastism is illegal.
3. To commit to harming another citizen or non-citizen resident is illegal. (8 Counts)
4. To hide one's identity or to impersonate another is illegal.
5. To resist arrest from Regalian Guard Enforcement is illegal.
6. To support, aid, and associate with criminal organizations is illegal. (2 Counts)
7. To rebel against or disobey the Regalian State and/or Empire is illegal. ​

It should be said that this is not the fullest extent of 'The Puppet's' criminal activity and that reports from multiple charters are still pending. It is with the justification of the law being broken so frequently that His Eminence, Lord Chancellor Delmotte, does declare that 'The Puppet' is WANTED FOR EXECUTION and that a 10,000 regal reward is offered to any who slay or deliver this creature to the Guard for proper justice to be dispensed.

The SOL AVALORN compared the wording of the decree with one which had occurred not all too long ago from another governing individual, then holding the two papers side by side. She tilted her head, clicking her tongue softly in approval, and then waved the woman sitting across from her closer with two gloved fingers. "Alsanna. You should have a look at this, it might interest you." Her eyes parsed the words again, foot tapping in rhythm to help her process the blocks of text and legal tenets better. "I believe that the Lord Chancellor is engaging in the art of killing someone without killing them. Which, for a statesman of his skill and nature, is the norm. But you should have a look. I find it incredibly interesting how neutered the power of the guard charters is to punish the individuals on the wrong side of the law-- for instance, the memory of William Arnyn allowing the Puppet to leave strikes me immediately. But he evidently was not supposed to do that. Look here. Ten thousand Regal reward. That is a significant portion of our weekly income. So what is the real intent of the State, here? Do you believe that there is an intent to be hard on crime, but only through a position of centralized power? Or do you believe that there is some ideological conflict on how to best deal with criminality between the charters and the head of state? The situation baffles me quite considerably. Why, in the two situations, are there such different stances?"

Tiray stared at the notice in silence. Whether it was out of shock, or anger, was frankly uncertain. After a long, drawn out moment, she exhaled a slow breath. There was a pit in her stomach. It lurched with a cold, serrated feeling that she didn't quite understand. It was a mix of several things; Dread, rage, hatred, and fear- the last of which she'd never admit aloud if it came down to it. She felt cold, and she hated the cold. It reminded her of the first time she'd ever felt cold after her time worshipping solely Frisit ended, except worse. She could feel her eyes watering, and her brows furrowing. Ages of work to get the votes, ages of effort put into getting the Tyrant out of his position, and it'd all been lost to one slip of the tongue by a singular untrustworthy lady.

She hunted down Zol first, giving her the notice and leaving the rest to her, before moving on before she had the chance to ask questions. The frostling wouldn't dare risk a breakdown in front of a woman she hardly knew personally. Next, she hunted down Wistaeri, and passed the notice to her Kin, ushering her to read it wordlessly. The lost look on her face and her tense form spoke wonders for what she was feeling; she needn't speak her burdens aloud to make her thoughts and frustrations clear.

The Elden Nightmare lowered a spindly arm to give Sae a pat on the head, using its other limb to pluck up the page, gazing upon its neat penmanship before rolling it up & sinking it into its shawl.

"This insurrection has gone on far enough. Each day the enemies of this Holy Empire grow bolder, more careless, as they stand against the authority of the Emperor himself. Find these persons and bring them to justice. Cut down anyone who stands against you. If we falter, we show weakness, and I fear that if such occurs we will see a rebellion the likes of which will swallow up this city. Put these demons and their Jacobinist agenda in their place. By the Grace of the Spirit, our duty shall be fulfilled."

The knights would strike a clenched fist to their chest as the Dragon turned with his entourage in tow, their emerald capes flowing elegantly behind, like a void of darkness about to descend. And descend it will, upon the wicked. The Viridian Knights rounded the corner, their mission clear.

The Lion pelt strode with purpose and confidence, his posture lax in nature, his composure exuding utter confidence and assurance in ones self. His attention was drawn at the mention of the puppet, interest tugging at his soul as he found his gaze locked on it. "My, I'm sure Thomas would life to hear of this." He leaned forward onto the bored, placing his right scarred hand on the board as he continued to read along. "Oh, such perfect timing then, lovely guess I have someone to punish then." They moved to turn off at that, the gentle tip two of their boot heels sounding off as they moved away.

"The sewers are going to be crawling again. That bounty against the mercenaries won't be enough to deter them this time."

Forcus Ironfist had finally managed to get out of his bed, weakly standing with the help of Glaror Ironfist, his grandson. They both stood to speak with the fellow Dwarf. However, the elder Dwarf had begun to speak first. "She is the one who wanted our kind killed off. H-House Black will not be forgotten." Glaror had begun to look towards the name, thinking to himself before also deciding to speak. "I believe that is the one who was my father's death bed.. did she try to kill my father, as I thought? Damn the Isldar to the Void. They are truly as vile as the Kathar."

Aldebrand had already been made aware of the edicts, his hand shakily drifting toward his puretek as he read over it again.

Traitors to the Empire... He thought in his head the meaning of those words. Whether it was the old guard who fabricated false accusations to bring the Inquisition down, or whether it was the sewer rats of the same elk, he would do his duty.

"Its about time we went hunting," he mumbled, "And no corrupt charter will be there to stop us this time."

Merdoc read the paper barely getting through the first few lines before releasing a sharp laugh and looking to Damon "The Chancellor allows himself to be further eclipsed by the rising lady of Dragenthal. One can only wonder how much longer it will be before she is declared Princess Electorate of the Heartland." he said passing off the decree to Damon and going to make his way further into the Slumberwood Estate.

The Harbinger sat quietly within their study, the parchment laying upon the desk before them. Cocking their head to the side, their violet-rimmed eyes briefly fluttering towards their longsword that leaned just beside the door. A soft clicking of their tongue, they rose and swept the parchment up into their hands. "Continued wasted chances. You cannot have your cake and eat it too, Taen'dross. Perhaps this will get that through your thick ice block of a head." As their own words were uttered to themselves, they shoved the parchment into their pocket and moved for the door. Retrieving their blade and securing it to their person, Seraphina exited the house and made for the city. Their mind focused on the second part of the decree. Time to cut some puppet strings.

Unknowing of what to come, Wistaeri took the notice in hand with a raised brow, opening her eyes widely at the words written down on the paper. The Isldar looked down at it in disbelief before glancing up at Tiray for a moment in silence and confusion, then releasing a sigh and gritting her teeth she'd place the notice down, running her hands through her hair as she moved into the kitchen to make another glass of wine.

Kurt pushed through a throng of excited townspeople who had gathered around a freshly tacked parchment on the public board. The ink was so wet, in fact, that a black smudge finger print marked the place where the courier had carried the notice straight from Lord Delmotte's writing desk.

He waded toward the front like a dog in the high water to read the town crier's message word for word. ​

"A 10,000 Regal reward? 'The Puppet', dead of alive?"

Kurt was carried out to the edge of the crowd, and in what seemed like infinite stillness he put up a quick blessing to the Spirit. "Hunt with Honour, as is due, And through the beast to God be true. So I shall!"​

The Hunt was on.
