The question is pretty much the title:
How bad off is Regalia (or Aloria as a whole if its that bad) if your characters goal is met?
Bonus points for more detailed explanations!

Conf Ladveer: In his opinion, pretty good. Take over an Empire and its gets messy, but all things considered, Conf is pretty... Lucky... So he /might/ be able to handle it. For a short time. Once his Liberal plans begin to take place, the nobility would most likely rise against him en mass. Conf would offer full pardons for any criminals who side with him, including promising equal rights for all races. It would likely devolve into a war of the Nobility vs the Underworld, with Conf desperately holding the Palace. The Palace sewers would be tunneled into by the Rebels (Conf and his lot), opening it up to reinforcements, and allowing more directions for attack against the Nobility, and for them against him. After a few weeks of this, I imagine the nobility and loyalists would have set up a sizable force in Graygate, as that is the most fortified location in the city besides the palace. At this point Conf would enact a plan he has played with for quite some time, and he would order all the Stone Mages he has to collapse the passageways under Graygate, likely causing at least a partial collapse of the Citadel.
From there, it becomes even messier. Crime is rampant in the city, the guard forces diminished significantly, large numbers of nobles dead, as well as a large chunk of Conf's forces. Fortunately, with the Bone Horror incidents having recently occurred, no other kingdoms are in a position to fully take advantage of the situation and invade. The city would be quickly running low of food and supplies. Conf will have taken to hiring and pardoning Pirates and Smugglers to bring in food and supplies.
At this point, it is 50/50 on whether the city devolves further into anarchy, which is very likely, or if Conf can manage to wrangle control and order back into the city. If the first happens, the majority of the city dies from starvation and exposure and disease. If the second happens, the long, slow process of rebuilding would have to begin, which would cost even more money. Even in the 'best case scenario' for Conf, another rebellion by Loyalists and Unionists is likely to occur within a year or less. Given Conf's nature, he would be more focused on rebuilding and dealing with the thousands of homeless, starving citizens than with rebellion, and another hard battle would likely begin, diminishing the city even further.
Eventually, after several years, the city might finally be in a position of stability once more. The recent wars would make it a place where the ambitious and maybe slightly foolish go seeking advancement and opportunity, but few others would dare risk it. With the other races being offered equal rights and protection under the law- which is very difficult to enforce at that point- the city might see a very gradual increase in population. Around the time Conf is 50, the city will be stable enough to be called a power once more, if only slightly, and he will hopefully have an heir- maybe even his daughter, Fox.
Conclusion: In the end, Regalia is most likely screwed, BUT if Conf manages to hold the city after the first war, he would probably be able to stabilize the situation enough to keep hold of it until he dies of old age. Regalia would be nowhere near as powerful as it once was, and would take at least a hundred years to get near that level again either way. End results are pretty shit for the people in general, unless you're not human and Conf wins. (Even then its not great)
