- Jarless Sivrid Sorenvik is to lead a team of no more than five members on an expedition for first contact with the Protected People.
- Contact with the Proto-Velheim People are to follow the guidelines marked below.

V. On Guidelines for First Contact
- Teams of no more than five may attempt excursions to meet with Protected Peoples.
- All team members must be approved by the First Contact Officer prior to embarking.
- Teams should include the following:
- Multiple culturally knowledgeable, where applicable and known.
- At least one linguist with knowledge of the language, where applicable and known.
- Two medical professionals.
- At least one trained Diplomat.
- At least one religiously knowledgeable, where applicable and known.
- At least one Occult knowledgeable, where applicable, known, and appropriate.
- No less than two trained fighters.
- Teams wishing to meet with Protected Peoples must be screened for potential infectious disease by Surgeon Inspector Baron Jocelyn von Duerr, Occult Minister Doctor Ashvarya Syflina, or any other medical officer of high repute.
- Under absolutely no circumstances are afflicted to be allowed onto a team. Sanguine and Cahal will immediately be seized upon meeting and the team, if knowingly hiring the afflicted, will be disbanded, denied opportunity, and face legal repercussions.
- Team members with criminal history may be subject to rejection.
- Kathar and Slizzar may not join teams on expeditions unless under extenuating circumstances and only with the First Contact Officer's explicit permission.
- Protected Peoples' cultures are to be respected at all times.
- Teams interacting with Protected Peoples must observe the cultural norms of the subjects and make an effort to preserve said cultural norms during their visit.
- Teams should seek not to interrupt the Protected Peoples' day-to-day, but rather interface and learn as much as possible in a respectable manner.
- Teams are to extend a welcoming hand for a visit to Regalia, where applicable, able, and appropriate.
- Before their return to Regalia, teams are to ensure that they leave nothing that might disrupt or damage cultures of the Protected Peoples or the land they occupy.
- Upon their return to Regalia, teams are to write a comprehensive report for both First Contact Officer and Foreign Minister to determine future endeavours.
