I. Preamble
The First Contact Officer would like to thank the group that attended the first of many meetings to gather representatives of cultures that live within the Empire's glorious capitol. There are still many cultures and many more languages we are in need of for representation. As such, the First Contact Officer has opened their mailbox for applications and requests for meetings.

II. On Applications for Representation
Applicants should be well versed, with a preference for born representatives and native speakers, in both culture and languages tied to their cultures. Applicants should also be versed in the art of diplomacy and, if not already trained, undergo training for etiquette regarding foreign dignitaries. It is suggested applicants speak with Foreign Minister Archducess Cadieux or Lady Genevieve Howlester for such training, as the First Contact Officer has the utmost confidence in both upstanding women of the Peerage to supply sufficient teachings on the subject.

III. On Proto-Velheim of Valadia / Sunnan
Following the Lord Chancellor's decree officially marking the Proto-Velheim as Protected, the First Contact Officer has held the first series of interviews necessary to make official, prolonged contact. The following decisions have been made:

((Due to OOC confusion that the declaration was written from an IC perspective without System Requirements in mind, this post has been edited to reflect the five member max for the progression system.))
