FROM THE DESK OF HIS HIGH EMINENCE
THE LORD CHANCELLOR OF THE REGALIAN EMPIRE
A DECREE​

The previous evening saw the calling of the Imperial Noble Assembly. During the proceedings, the following proposals and actions were undertaken:

• On the Subject of the Schoen River Trade Crisis, following extensive debate and dialogue in the Assembly Chamber, the following resolution was enacted by the Lord Chancellor:
  • House Black shall pay a punitive fine of 50,000 Regals.
  • House Black shall lift the blockade in its entirety.
• On the Subject of the Recovery Tax, the Lord Chancellor has rescinded the 10% recovery tax imposed on all relevant parties.
• On the Subject of the Kreiburg Punitive Tax, through a motion initiated by the Baron Langthal, the 20% punitive tax on House Kreiburg for their part in the Zemlith Affair has been rescinded via a majority vote of the Assembly.

This concludes the motions passed during the Assembly.

After discussions with the Surgeon General on the efficiency of his dual duties in said position and as head of the Crown City Sawbones Medical Charter, it has been deemed proper to dissolve the position of Surgeon General, and to modify the rights of the Medical Charter in reflection of this change. The amended rights of the Crown City Sawbones are as follows:

• • The right to operate the public clinics as Chapter Houses within the City of Regalia.
  • The right to treat, heal, and provide medical assistance to the public.
  • The right to detain individuals deemed to be sick, contagious, insane, or a medical threat.
  • The right to hire Occult Persona approved by the government.
  • The right to use Occult Abilities for the purposes of healing.
  • The right to declare the quarantine of an area for pestilence, contraband, and disease control.
  • The right to handle, confiscate, and use alchemical contraband.
  • The right to experiment with otherwise illegal substances in designated laboratories.
  • The right to experiment upon particularly treasonous criminals and prisoners of the State.
  • The right to declare individuals clinically insane given overwhelming evidence.
  • The right to wear concealing masks within places of disease.
  • The right to inspect businesses for health violations and report on their findings.
  • The right to declare various Alchemical ingredients and concoctions contraband to the Regalian State.
  • The right to enforce the practices of medicine and alchemy on the Crown Isle.
  • The right to issue and suspend Medical Licenses and to maintain a record of all holders on the Crown Isle.
  • The right to carry out medical missions outside of the Crown Isle to handle localized breakouts of miasma.

The following changes take the full effect of State Law.​
