Originally founded as the Holy Imperial Church of Alba by the Sihai refugee Lady Akiha, the church was born from a desire for religious freedom from the oppressive Empire in the East. Soon after its establishment, its name was changed to the Moonlight Church of Akiha when it began administering over the lands of Norinn, in honor of Lady Akiha's legacy.

The Moonlight Church is widely considered unorthodox due to its syncretic beliefs, blending Draconist cultural practices with a more Unionist-oriented religious system. This hybrid nature places it at odds with traditional sects of Unionism.

At the heart of its belief system lies the Eien no Kanshisha—or the Everwatcher—a central figure in Unionist theology. However, unlike most sects, the Moonlight Church views the Everwatcher not as a singular, unknowable entity, but rather as a collective of kami (gods) and seijin (saints). These kami serve as divine administrative heads, guiding the Eien no Kanshisha as a whole, and by extension, the Regalian Empire toward its divine purpose.

In theory, all who have died and been absorbed into the Eien no Kanshisha can be worshipped. However, in practice, only the kami and seijin are openly venerated to avoid scandalizing the wider population of the Regalian Empire. Nonetheless, the worship of these figures remains a clear reality within the church.

The ecclesiastical structure of the church is led by the Omiko, the High Shrine Maiden, with ranks of miko (shrine maiden) serving beneath her. Since the passing of Lady Akiha, however, the position of Omiko has remained vacant. The mikos act as the main clergy and are exclusively female. They form a council within the church responsible for determining doctrine and belief. Although they frequently work alongside lay priests, mikos are not recognized as absolutely as religious authorities within the Church, though the mikos though they have long pushed for such recognition as celates to secure political influence.

Over time, the Moonlight Church has seen increasing Norinn influence and infiltration, with many mikos now being either politically motivated or directly aligned with Norinn noble families. More recently, the Neo-Hiltfrontist faction has taken an active interest, clearly aiming to use the religion as a political instrument. Even though the Neo-Hiltfrontist movement tends toward pacifism however, the Moonlight Church actively supports annexation efforts in the East, with many refugees taking solace in the Moonlight Church and wishing vengeance on the Sihai there.
